Main observations

First of all, the privatization programme implemented since 1989, has been carried out coherently and in continum. 

In fact, the public authorities have always seen to the sustainability of the programme as well as its coherence with the diverse reforms instituted over the past decade in the different areas. This has favoured the introduction of a new competitive dynamic and has enabled the strengthening of the fundamentals of a liberalized economy, opened to the international environment and based on the promotion of the development of private initiative; factors required for the pursuit of an efficient privatization programme. 

Furthermore, the follow-up of privatization operations realized shows, through several surveys carried out in 1998 ,2000, 2001 and 2003 and through consistent follow-up on a case by case basis, that today almost all of the enterprises and units privatized have succeeded in improving their performances in numerous areas, from turnover and investment realized to employment. 

Finally, the Tunisian approach adopted in terms of privatization, in particular, the interest and attention given to the social aspect of privatization has engaged the participation of all concerned parties, which has favoured the acceleration of the rhythm of privatisation.

The experience gained in privatization and the results registered since the beginning of the programme in 1987, have provided the threshold to move forward towards a new level as far as privatisation with the objective, to reinforce the efficiency of the economy, to enable the integration of the Tunisian economy into the world economy under the best conditions and to realise the objectives established for the next step in terms of growth, investment and employment.
